The meeting began at 14:31.

Cyflwyniad, Ymddiheuriadau, Dirprwyon a Datganiadau o Fuddiant
Introduction, Apologies, Substitutions and Declarations of Interest

[1]          David Melding: Good afternoon, everyone, and welcome to this, the last meeting in the fourth Assembly term of the Constitutional and Legislative Affairs Committee. We have apologies from Dafydd Elis-Thomas. The housekeeping announcements are the same, and I shan’t, as a treat, recite them for you, as our meeting may be brief. I know you will know them.

Offerynnau nad ydynt yn Cynnwys Unrhyw Faterion i’w Codi o dan Reol Sefydlog 21.2 neu 21.3
Instruments that Raise no Reporting Issues under Standing Order 21.2 or 21.3

[2]          David Melding: Item 2, then, is instruments that raise no reporting issues under Standing Orders. Can I just draw your attention to the fact there is an additional item, CLA699? Are Members content?

Instruments that Raise Issues to be Reported to the Assembly under Standing Order 21.2 or 21.3

[3]          David Melding: Item 3, then: instruments that raise reporting issues. Are you content with those reports? You are.

Papurau i’w Nodi
Papers to Note

[4]          David Melding: Papers to note: it’s the documentation from the Welsh Government around the draft Government and Laws in Wales Bill and explanatory memorandum. I’m sure you’ll be grateful for that.

Offerynnau Statudol a Osodwyd yn ystod y Toriad neu cyn Diddymiad y Pedwerydd Cynulliad
Statutory Instruments Laid during Recess and before the Dissolution of the Fourth Assembly

[5]          David Melding: There is a statutory instruments paper, which just outlines how there will be a few more coming through between now and when we’re prorogued, so there is a procedure, which follows the practice of previous Assemblies.

[6]          If you’re content with that, then, before I close the meeting, it’s my great pleasure to thank everyone for their work throughout this Assembly, and I think the committee has an outstanding record of deliberation and has produced some reports of real merit that will influence future practice, I think, well into the fifth Assembly. We’ve been assisted in this by two outstanding clerks, Naomi and Gareth, and the whole secretariat, the whole team, including our legal advisers, researchers and others who have helped from the Record. I’m very, very grateful, because, without this highly professional support, we would not have been able to do half as well as we did. So, it really does give me great pleasure to put that on record. I also think it appropriate to thank all the witnesses who gave evidence. We had an incredible range, really, of people helping us in our inquiries, who have been very generous in giving of their time, and also other experts who have helped behind the scenes in the work we have conducted.

[7]          Can I finally thank all members past and present? We have not had the easiest of slots on a Monday afternoon, and it has been difficult sometimes to be able to accommodate the extra workload and everything, but we’ve never had a meeting that was inquorate. I know that, occasionally, when Members, for various reasons, just couldn’t be here, they’ve assiduously worked via e-mail and caught up and fed in views so that we didn’t have to delay our proceedings, and we’ve always published in a timely way. So, I’m very, very grateful to you all, and I—within the normal parameters—wish you all well for the future, and I wish our successor committee well when that is convened in the fifth Assembly. And so, with that, I conclude this meeting. Thank you very much.
